TF26198: The work item does not exist, or you do not have permission to access it.

Running Scrum Dashboard 2.4.0.6, an Active Directory account user setup as a TFS Contributor in this team project when loading a particular Project\Sprint\Team combination in Scrum Dashboard, is thrown an error when loading (after clicking Load).  Intermittently it will successfullly load without error but not often.  If the Team value is changed or if changed to another Sprint, it also loads successfully for this Contributor but for that specific combination of Project\Sprint\Team, the error is thrown.  On the same machine, logged in as the TFS Administrator account with those exact load criteria, no errors are thrown and the page consistently loads successfully into the dashboard.  What could be causing this issue and can someone suggest how we can approach a solution?  This error thrown is:
