Scrum dashboard development - needs full tfs install?

Hi,

I'm trying to do a little development on the scrum dashboard, but... i cannot get startet, i get this, when  i try to start the app on my local machine (vista x64 team client installed):
Could not load file or assembly 'Microsoft.TeamFoundation.WorkItemTracking.Client, Version=9.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a' or one of its dependencies. The system cannot find the file specified.

Do i need to install a full tfs on my local machine to develop on the scrumdashboard.

I am running on a Vista x64 with VS 2008 SP1 + Team Explorer installed. You don't need TFS locally.

The referenced files are found in:
C:\Program Files (x86)\Microsoft Visual Studio 9.0\Common7\IDE\PrivateAssemblies

Maybe VS can't figure out where to find them, try to readd the file to the project.

That helped a little...
But i had to enable 32-bit applications in my application pool.
